The recruitment services arrangements - EU-compliant, pre-tendered framework agreements - save buyers time, money and worry by providing access to a range of carefully-chosen suppliers who are experts in their fields.
Developed in consultation with existing customers from across the public sector, the framework has been structured so that requirements can be quickly and efficiently called off, while standard terms and conditions offer users critical contractual safeguards.
The framework agreements provide services in two areas. The first, Specialists, sources individuals for niche area job roles such as IT, Accountancy and Project Management.
The second, Large Volume, handles large-scale recruitment needs on behalf of customers, dealing with diverse job roles and levels at various locations around the country.
Suppliers in both Specialists and Large Volume, which range from large businesses within FTSE100 quoted organisations to SMEs, offer the full range of recruitment services, including attraction, response, assessment and campaign delivery.
They specialise in the recruitment of staff for a diverse range of roles including IT, procurement, finance and audit, risk assurance, facilities management, security, HR, graduate, legal, marketing and communications, scientific, intelligence, consultancy, strategy and change management, sales, secretarial and office support.
All the accredited suppliers have a strong understanding of the marketplace in which they operate and the potential candidates within those markets. All offer services in both Specialists and Large Volume with the exception of GW Professional UK which is operating solely in the Specialists arena and Reed Managed Services which has been appointed to the Large Volume area alone.
All of these organisations demonstrated their quality, capability and track record to source appropriate professional people and, importantly, to fulfill specific public sector requirements such as security checks, diversity and equal opportunity employment regulations, whilst at the same time maintaining competitive pricing to ensure best value for money.
The Professional Services category, into which Recruitment Services fits, provides the public sector with access to management consultancy, resourcing, legal and financial services, recruitment, payroll and, coming soon, learning and development and eLearning solutions.
Control
Buying Solutions is playing a key role in helping public sector organisations to deliver their targets in relation to savings, efficiency and sustainability. Customers retain control of selection of personnel and benefit from an ongoing programme of support and contract management.
The Professional Services team works closely with the supplier community and its trade associations to constantly assess best practice, trends and developments in the sector to ensure that its advice and guidance for customers is up-to-date.

Here customers are able to conduct further competitions electronically using the Invitation to Quote (ITQ) system.
An optional Capability Assessment tool allows customers to assess the capability of suppliers within a framework agreement before running an ITQ.
The tool works in a similar way to the ITQ system and allows suppliers to deselect themselves from the competition process by indicating whether they are 'capable' or 'not capable' of meeting a customer's requirement.
By determining the capability of the suppliers before going to further competition, customers can ensure that only the suppliers capable of meeting the requirement are invited to bid. This saves time for both the customer and the supplier.
