The GMB, Unite and Unison will submit their 2009-2010 pay demands early, to give councils more time to factor this element into next year's budgets.

Each report will be submitted in November. It is expected that all three unions will pitch their bids higher than the retail price index (RPI). The RPI currently stands at 4.8%.

The claims are unlikely to be followed up by an offer before Christmas.
