Norfolk County Council plans management structure changes

Norfolk County Council is proposing to streamline its chief officer management team as part of its drive to cut its running costs.

County Councillors will be asked to approve a decision by members of its Personnel Committee to delete the post of director of corporate resources, currently held by Paul Adams.

The changes, if ratified by council, will see the chief executive assuming more direct management oversight of functions such as finance, HR and policy planning and performance. It will leave the authority with just three service directors (children's, community, and environment, transport and planning) and a chief fire officer.

Council leader Derrick Murphy, said: “We have promised taxpayers that we will continue driving down the costs of running the organisation. Over the past year we have radically transformed the way the authority organises and delivers its own support services, saving money as a consequence.

“In his role as director of corporate resources, Paul Adams has been key to driving these changes through. With the transformation now complete, we can take this proposed step with confidence. We will be sad to lose an officer like Paul Adams - who has given exceptional service to the council and we are very grateful to him for all the work he has done to support services in Norfolk over the past 23 years.”

The proposals will go before the full council on Monday 17 January.
